Quick answer
A Block Development Officer runs a development block's administration and is the executive officer of its Panchayat Samiti, with custody of its papers, executive powers in the block and charge of its grants. This profile explains the post from Maharashtra's Zilla Parishads and Panchayat Samitis Act and the recruitment route from Haryana's civil services examination.
A Block Development Officer (BDO) is the officer in charge of a development block, which Haryana's Panchayati Raj Act describes as a local area in a district declared a block "at intermediate level", between the district and the village. The BDO serves the block's elected body, the Panchayat Samiti, and carries out its decisions, so the post sits where elected local government and the state administration meet. It is a state post, and its title, powers and recruitment vary: Haryana, for example, calls it the Block Development and Panchayat Officer (BDPO). This profile describes the powers from one state's law, Maharashtra's, and the recruitment from another's, Haryana's. Read your own state's rules for its version.

What the Law Says
The Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961, provides in section 97: "There shall be a Block Development Officer for every Panchayat Samiti who shall be appointed by the State Government." Under section 57(5), "The Block Development Officer shall be the Secretary, ex-officio, of the Panchayat Samiti."
Section 98(2) sets out the BDO's duties. A BDO shall:
- "have the custody of all papers and documents connected with the proceedings of meeting of the Panachayat Samiti" (the misspelling is in the Act's text);
- "save as otherwise provided by or under this Act, exercise executive powers in the Block for the purpose of carrying out the provisions of this Act therein";
- "draw and disburse money out of the grant or grants payable to the Panchayat Samiti";
- for works and schemes funded from block grants, exercise the powers of sanctioning the acquisition, sale or transfer of property that the State Government specifies.
Under section 98(1), a BDO may also grant leave to the Zilla Parishad's Class III and Class IV staff working under the Panchayat Samiti, subject to the Chief Executive Officer's general order, and "call for any information, return, statement, account, report or explanation" from them.

What the Work Is
From those powers, a BDO's work falls into three parts:
- Running the Panchayat Samiti's business. As its secretary, the BDO keeps its records and papers and carries out what it decides.
- Executive charge of the block. The BDO exercises the Act's executive powers across the block and supervises the staff working under the Samiti.
- Money and schemes. The BDO draws and disburses the Samiti's grants and sanctions property transactions for works funded from block grants, within the limits the state sets.
The job sits between elected members, who decide, and the district administration and Zilla Parishad above. It needs administrative skill, care with public money and the ability to work with elected representatives.
Recruitment: Haryana as the Worked Example
Haryana recruits BDPOs directly through its Public Service Commission's HCS (Executive Branch) and other Allied Services examination. The 2023 cycle, Advertisement No. 58/2023 published on 17 November 2023, had 37 BDPO posts. The current Advertisement No. 22/2026 has no BDPO posts, so the post is not filled in every cycle.
| BDPO, HPSC Advt 58/2023 | |

The SSC CGL vs State PSC guide explains this examination's papers and marking from the 2026 notice.
Other states fill the post under their own rules, so read your state's notice. The Haryana advertisement does not state a pay level.
Who Suits This Role
The BDO's post suits a graduate who wants to run rural development on the ground, is comfortable working with elected representatives, and can manage staff, schemes and grants with care. The post is based in a block rather than a state capital. It suits less well someone who wants specialist or desk-only work.
