SSC CGL vs State PSC Exams: Posts, Eligibility, Exam Stages Compared

Quick answer

SSC CGL recruits graduates to central government posts across the country; a State Public Service Commission recruits to the state's own civil services. This guide compares the posts, age limits, examination stages, language and domicile rules, using SSC's CGL 2026 notice and Haryana's 2026 state civil services advertisement as worked examples.

A graduate choosing between SSC CGL and a state civil services examination is choosing between two different careers. CGL leads to central government posts — inspectors, assistants, auditors — that can be anywhere in the country. A State Public Service Commission's examination leads to the state's administration — its executive officers, police officers, revenue and tax officers — within one state. The examinations differ as much as the jobs.

Every state's commission writes its own rules, so this guide uses one as a worked example: the Haryana Public Service Commission's Advertisement No. 22/2026 for the Haryana Civil Services (Executive Branch) and allied services. Read your own state's notice for its version.

The Posts

CGL fills posts in the central government's departments — the Central Secretariat, income tax and excise, audit and accounts offices, and others — from Level 4 to Level 8, with all-India service liability for many. HPSC's examination fills the state's own services: "The posts of HCS (Executive Branch) are of Group- A and rest of the posts of Allied Services are of Group- B", including Deputy Superintendent of Police, Excise & Taxation Officer and 'A' Class Tehsildar. A state civil service officer works within the state.

Eligibility

  • Degree. CGL takes a degree in any discipline. Haryana's rules name "Bachelor of Arts, Bachelor of Science, or Bachelor of Commerce or an equivalent degree".
  • Age. The gap is large. CGL's limit is 27, 30 or 32 depending on the post; Haryana's is 42 for most posts (27 for DSP), before relaxation.
  • Physical standards. CGL's posts generally have none; Haryana's DSP post has height and chest standards under the state's police service rules.
  • Domicile. CGL applies central reservation. HPSC gives reservation "only to those … candidates who are Residents/ Domiciles of Haryana State", and treats reserved-category candidates from other states as general candidates — see the domicile certificate guide.

The Examination

SSC CGL is computer-based throughout. Tier-I has four objective subjects with "negative marking of 0.50 marks for each wrong answer"; Tier-II's Paper-I, compulsory for all posts, covers mathematics, reasoning, English, general awareness, computer knowledge and data entry speed, with specialist papers for statistics and audit posts.

Haryana's examination has "3 successive stages". The preliminary has two objective papers, General Studies and a Civil Services Aptitude Test, with "one fourth (0.25) mark" deducted per wrong answer; the aptitude test is "a qualifying paper with minimum qualifying marks fixed at 33%", and the preliminary is "only for short listing" — its marks do not count. Twelve times the vacancies go on to a main examination of "six papers of conventional (essay) type" — English, Hindi and four General Studies papers, three hours each — followed by a personality test. Writing long answers, and a compulsory Hindi paper, make it a very different preparation from CGL's.

Which Suits Whom

  • If you want a central career that may move across states, CGL; if you want to serve in your own state's administration, the state PSC.
  • If you are over 32, the state route may still be open; CGL is not.
  • If you are strong at written, essay-type answers, the state main examination rewards it; CGL is objective throughout.
  • If you are not comfortable writing in Hindi, check your state's language papers — Haryana's main examination has a compulsory Hindi paper.
  • If you are from another state, remember you may compete as a general candidate in a state's examination.

Frequently Asked Questions

Is SSC CGL or a State PSC exam better?

Neither in general. CGL leads to central posts across the country from Level 4 to Level 8; a state PSC leads to the state's own services, with its own examination, age limits, language papers and reservation.

Is the age limit higher for State PSC exams?

Often. Haryana's 2026 civil services examination allows up to 42 for most posts, against CGL's 27 to 32. Other states set their own limits.

Do State PSC exams have negative marking?

Haryana's preliminary deducts 0.25 marks per wrong answer; its main examination is written. Each state sets its own scheme.

Can I take a State PSC exam from another state?

Usually yes, but reservation is generally for the state's own domiciles, so a reserved-category candidate from elsewhere competes as a general candidate, as in Haryana's notice.

Do State PSC exams need Hindi?

It depends on the state. Haryana's main examination includes a compulsory Hindi paper in Devanagari script alongside English.

In Summary

SSC CGL recruits graduates to central posts from Level 4 to Level 8 through an objective, computer-based examination with an age limit of 27 to 32. A State PSC — Haryana's is the example here — recruits to the state's Group A and B services through a preliminary, a written main examination and a personality test, with a higher age limit, its own language papers and reservation for its domiciles. Choose by the career you want, your age and how you write — and read your own state's notice.
