How it is calculated
Percentage is marks obtained divided by the total, multiplied by 100. The reverse is the percentage of the total, rounded up to whole marks, because a requirement is met only at or above it.
Use the aggregate the marksheet shows. Whether additional or optional subjects are included is set by the notification or the board, not by the arithmetic.
Most recruiters do not round a percentage up: 59.99% does not meet a 60% requirement.

Is 59.5% counted as 60%?
Usually not. Unless the notification says percentages are rounded, a requirement of 60% means 60% or more exactly.
